South Korea K-STAR Visa Gives Permanent Residency in 3 Years for STEM Graduates

TODAY 14 September 2026 - Seoul - Ministry of Justice full implementation 2026 of K-STAR visa track after pilot 2023-2025.

What K-STAR Offers

• Selected university presidents (32 universities nationwide expanded from 5 in Dec 2025) can directly recommend outstanding foreign master and doctoral STEM graduates
• Recommended students get F-2 residency status immediately upon graduation without job offer
• After 3 years residence can apply for F-5 permanent residency or special naturalization if outstanding research - normally takes 6+ years for general international students - groundbreaking benefit
• Target: 400-600 high-caliber researchers yearly - pilot since early 2023 nearly 300 already got F-2
• Evaluation: initial selection + self-assessment + performance review every 3 years per institution
• Korean language requirement eased from Level 4 to Level 2 for internships at corporate research institutes from Nov 2025
